Why does the N2612 encoder fail to pass video from the HDMI output port?

The HDMI Pass-thru option is disabled. 

Navigate to the device webpage > Video/ Audio > Video > General. Enable 'HDMI Pass Thru'.   Valid video signals should now be passed on the encoder HDMI output port.
