Summary:

N2600 series ARP requests through P1 ports are blocked, preventing ARP request responses being passed.

Troubleshooting:

Check firmware version.  Issue was discovered with versions 1.9.4 and 1.9.9 firmware.  This is resolved in version 2.0.4 or newer firmware.
