Overview:

When displaying multiple pop-up pages over a background page, you are unable to change the Z-order of the pop-up pages.

Cause:

In TPD4, the pop-up Z-order is determined by the order you create the pop-ups. The earlier pop-ups created will display underneath newer pop-ups. The one exception to this is a modal pop-up will always display over a non-modal pop-up.

Resolution:

This problem does not occur in G4 Panel Preview or in the Modero panels themselves. The pop-ups will display in the order they are popped up. So you can work around the problem by:

Using G4 Panel Preview to see how the pop-ups will look.
Temporarily making the pop-up you want to have on top a modal, or if they are both already modals, then make the one that needs to be underneath a non-modal. Don't forget to change the modal property back when you're done.
Creating the pop-ups in the same order you want them to display in Z-order when viewing in TPD4.
Downloading the file to the actual panel itself to confirm operation.
