Problem:

If the Varia Side LEDs are on and then turned off in the settings of the panel Setup > Advanced Settings > System > OS Settings > LED > Colour Off the LEDs will come back on after a power cycle or reboot.

Solution:

You will need the Varia in G5 persona and then send the command ^WLD-0,0. This will turn off the side LEDs and this will also persist reboot.
