Can the Control 25-1 U-bolt be used with legacy Control 25 and Control 25AV?

No.  The Control 25 and Control 25AV do not have the mounting point to support using the U-bolts as a mounting option.  The U-bolts can only be used with the Control 25-1 and Control 25-1L.
